**Description**

This is the initial setup command for PartyBeast. \
Running it in a server where there is no configuration for PartyBeast will create a fresh configuration as well as a fresh category and voice creator.

If PartyBeast has already been configured then a new interaction menu is shown giving the user configuration options for PartyBeast as shown below:
